The PDI of Chile tenders equipment for the Department of Underwater Operations

The Administrative Department of the Chilean Investigative Police (PDI) opened three tenders to acquire technical equipment for the Department of Underwater Operations for an estimated maximum amount of $112,000.

The first process contemplates seven one-piece black neoprene wetsuits with a thickness between 6.5 and 7 mm, vertical rear plastic closure, knee protection, hood between 6.5 and 7 mm thick with skirt, booties between 6, 5 to 7 mm with soles and diving gloves between 2 to 3 mm.

The second item considers seven complete diving regulators with first stage, second main stage and alternative second main stage, pressure gauge with depth gauge and compass. They will have a DIN bottle connection, working pressure between 200 and 300 bar, four or more low pressure outlets with 3/8" thread and two or more high pressure outlets with standard 7/16" thread.

The regulators will have a high-pressure hose from 80 to 90 cm long with a three-element console, a pressure gauge with a scale between 0 and 350 bars, a depth gauge between 0 and 70 meters and a magnetic compass filled with oil, three fluorescent faces and CE certification; and a low pressure hose between 54 and 56 cm to be integrated into the compensating vest connector.

The last element of this contest is the purchase of two Led flashlight-type diving lights with a canister of at least 1,200 lumens and 300 minutes of autonomy, rechargeable batteries, a multi-voltage charger between 110 and 220 volts and that complies with the standard for air transport.

The second tender for equipment from the PDI of Chile contemplates the purchase of a Side Scan or sonar with high resolution and a frequency equal to or greater than 650 kHz that generates an underwater image in 360° static.

The sonar shall have the ability to select 1/2, 1, 1 1/2 and 2° for the scan, reduce the 360° scan at will, measure objects in the scan, a minimum range of 50 meters, cable of at least 30 meters and integration to another system to process the image that includes GPS positioning, date and time, and scan recording.

The awarded bidder must carry out training for seven people and must have a certificate or letter from the factory indicating the representation of the brand in Chile, unless the manufacturer's website indicates it as a distributor in the country.

The second line of this process considers seven military-grade quadrilaminate diving dry suits for biologically and chemically contaminated waters, a metal zipper on the back, interior suspenders, an overpressure valve on the arm and an inflation valve on the chest, and a User interchangeable cuffs and collar.

The suits will have black silicone cuff and neck seals with an extra set of silicone and latex cuffs and neck, integrated neoprene hood, non-integrated latex hood, low pressure hose with 3/8" connection and inflation valve and carrying bag The PDI requires four size L suits with 43-44 boots and three size M suits with 40-41 boots.

Communications and metal detector

The third tender includes the purchase of a wireless communications set, an underwater metal detector, two underwater scooters, seven flashlights, seven bottles with fittings, an outboard motor and a rubber boat.

The communications set will consist of two underwater transducers with at least four channels, a minimum power of 25W, a rechargeable battery and a charger; two headphone units with a microphone compatible with the requested transducer and a Guardian Full Face Mask type face mask; and a wireless intercom unit between the surface and the divers with a portable console, cable with the submersible transducer and a set of headphones with a microphone.

The supplier must include a training for the use of the face mask with this equipment to seven participants with an accredited instructor in face mask and with current certification as a technician so that he can safely assemble all the components as established by the manufacturer and will need also a certificate or letter from the factory to sell its products, unless indicated on the manufacturer's website as a distributor.

The detector shall have a rugged construction and high sensitivity housing with a depth rating greater than 50 meters capable of detecting all types of metals, from coins and jewelry to anchors and cannons; both on land, or in fresh or salt water, and have visual readout and an audio output that is heard on the underwater headset.

This kit shall have a corrosion proof PVC handle for underwater use and an anodized aluminum handle for land use, underwater and land earphones, one day battery life, AC battery charger and CC, hip mount kit for electronics housing, rugged carrying bag, and a spare parts kit.

The supplier will include training in its assembly for seven participants and use in public safety diving configuration and storage, and must have a certificate or letter from the manufacturer authorizing the company for its sale, training and use, unless on the manufacturer's website indicate it as a distributor for Chile.

Scooters, flashlights, bottles, motor and rubber boat

The scooter will have a rechargeable battery and a security system to control the start-up. It will have the capacity to be used at 120 meters or more, a maximum weight of 6 kg without battery, a maximum armed length of 73 cm, an operating depth greater than 120 meters, a maximum speed greater than 70 meters/min, a torque not less than 200 N, battery and charger included, harness for fastening and accessory for compact camera mounting. The vendor will include training for seven people and needs manufacturer certification for sale.

The flashlights will have a lighting focus to be used in a diving dive that resists 100 meters or more, a rechargeable battery and charger, a safety ring to prevent leaks and a fastening system adaptable to the diver.

As for the cylinders, they will include a set on a single cylinder of 80 cuft in Public Safety Diver (PSD) configuration to be used with a second state or a face mask. Each kit will include a 19-cuft yellow or aluminum monocylinder with a 3/4 DIN valve and open/close indicator and first stage high pressure with DIN connection, high pressure outlet with 7/16" thread and at least two low pressure outlets with 3/8" thread.

The cylinders will have a button-type manometer with a scale of 0 to 200 or 0 to 300 bar and a 7/16" male thread, a 46 cm black low-pressure hose with 3/8" M and 9/16" F threads. (+-10%) and another 56 cm (+-10%), three-way distribution manifold with gas selector and mount for the 19 cuft bottle to the main bottle. Since the set includes parts from different manufacturers, the supplier must arm it in PSD configuration.

The outboard motor will have 30 HP, it will be four-stroke and long leg. It will have a fuel line with compatible connectors and a bulb for manual pumping, and a fuel tank of at least 20 liters. It will include a basic tool kit, an extra spark plug and a spare propeller.

The professional rubber boat will be inflatable and foldable, built with hypalon neoprene fabric and with a tube with five watertight sections. It will have capacity for eight people or a load of 1,190 kg, a 20" long leg and a transport bag for the boat and floor. It will include a set of oars and a professional foot pump with an instruction manual.

The bidders must present in each tender the technical file with photographs that illustrate the product that must be new and that includes its technical description, brand and model / condition of the product to be delivered new.

The PDI will select the most convenient offer according to the result of the comparative table that will be prepared on the basis of the evaluation criteria and weights defined for each process contained in the annexes.

Companies interested in participating in the tenders must upload their offers to the portal mercadopublico.cl until January 20 and the result of the award will be published on January 31.
