Day without VAT: which products will be exempt from the tax?

One of the proposals approved with the tax reform was the possibility of having three days without VAT a year in Colombia, this in order to promote the reactivation of trade after the effects of the COVID-19 pandemic.

This Thursday, October 28 will take place the first day without VAT of 2021, so several buyers are preparing to purchase items that would not normally have this discount. Although several businesses take advantage of these dates to lower prices, it should be remembered that the measure does not necessarily cover all products.

The goods covered by the exemption are:

1. Clothing and clothing accessories whose sale price per unit is equal to or less than $726,160 (20 UVT), not including VAT.

This includes clothing of any type and material, as well as accessories. These can be backpacks, briefcases, handbags, purses, glasses, umbrellas, scarves and costume jewelery (jewelry).

2. Household appliances, computers and communications equipment whose sale price per unit is equal to or less than $2,904,640 (eighty UVT), without VAT.

This category includes appliances such as televisions, household speakers, refrigerators, freezers, electric dishwashers, washers and dryers, vacuum cleaners, stoves, floor polishers, electric garbage disposals, electric food preparation and processing appliances, machines electric razors, electric toothbrushes and electric water heaters.

Other equipment includes electric irons, electric dryers, space heaters and fans for domestic use, air conditioners, electric ovens, microwave ovens, cooking plates, toasters, coffee makers or electric kettles and electric heating elements, as well as computers computers, tablets and communications equipment.

3. Sports items whose sale price per unit is equal to or less than $2,904,640 (80 UVT), not including VAT.

According to the norm, here are rubber balls, balls, balls, rackets, bats, mallets, swimming goggles, neoprene suits, fins, life jackets, helmets, hand, elbow and shin protectors, handles, gloves baseball and softball, boxing gloves, and specialized shoes for practicing sports.

Remember that bicycles and electric bicycles also fall into this category.

4. Toys and games whose sale price per unit is equal to or less than $363,080 (10 UVT), without VAT.

These can be dolls, toy animals, stuffed animals and rag dolls, toy musical instruments, playing cards, board games, electronic games and video games, electric trains, construction sets, toys with wheels designed to be used as vehicles , puzzles and marbles.

This category also includes skateboards and electric skateboards .

However, party items, carnivals and recreational items are excluded, as are computer programs and software.

5. School supplies whose sale price per unit is equal to or less than $181,540 (5 UVT), without VAT.

This includes notebooks, educational software, pencils, pens, erasers, pencil sharpeners, correctors, play dough, glue, and scissors.

6. Goods and supplies for the agricultural sector whose sale price per unit is equal to or less than $2,904,640 (80 UVT), not including VAT.

The category includes seeds and fruits for planting, fertilizers of animal, vegetable, mineral and/or chemical origin, insecticides, rodenticides and other anti-rodents, fungicides, herbicides, germination inhibitors and plant growth regulators, irrigation, sprinklers and drippers for irrigation systems, scythes, harvesters, threshers, machine parts, devices and devices for harvesting or threshing, concentrates and/or medicines for animals, barbed wire and fences.

Electronic invoice will be mandatory

Remember that you can purchase up to three units of the same good and from the same business (for example, up to three computers from the same store). Sales must be made in Colombia and retail, in person or through electronic means.

On this occasion, an electronic invoice must also be issued with prior validation, where the final consumer purchaser of the covered goods must be identified.

The invoice must be issued on the day on which the sale of said assets was made. If the sale is made by electronic commerce, the invoice must be issued no later than 11:59 p.m. m. from the day after the day without VAT.

In addition, the goods must be delivered to the final consumer within the following two weeks, counted from the date on which the invoice or equivalent document was issued.
