Colombia became the first country in Latin America to ban cosmetic testing on animals through a law enacted by President Iván Duque that also restricts the importation and marketing of these products, according to reports this Wednesday. (12.08.2020).

With the measure, Colombia is part of the almost forty countries in the world -among them the United Kingdom, New Zealand and Israel- that have put an end to the use of animals in cosmetic tests. "President Iván Duque sanctioned Law 2047 of August 10, 2020, which prohibits in Colombia the experimentation, import, manufacture and commercialization of cosmetic products, their ingredients or combinations of them that are subject to animal tests," reported the Presidency. .

To guarantee compliance with the law -which will enter into force in four years- the Government will create incentives to strengthen national research laboratories and institutions "that develop and apply alternative models to avoid the use of animal tests in this industry."

"These stimuli will be generated through funding scholarships convened annually by the Ministry of Science, Technology and Innovation for the 15 years following the promulgation of this law," the Executive explained.

However, the regulations contemplate two exceptions: the first, when an ingredient has to be subjected to safety tests, due to health or environmental risks and there are no alternative tests validated by the international scientific community. The second: when the safety data generated through animal tests for an ingredient have been carried out for a purpose other than cosmetic.
