On Sunday, in Navalcarnero, a Rachid neighbor who returned from buying the bread and a Coca-Cola crossed with César Pinto and said:

- Thank you.For you we still have the houses. Thanks to Allah and you.

Because Pinto and Rachid have won, and their victory affects everyone. The Community of Madrid opposed its case to benefit the rest of the neighbors in their same situation. But the lawyer's effort made that, last February, the Court would fail again in its favor: the May 2018 judgment that annulled the Rachid rental rise and returned his home to public hands was extended to the others 2.934 neighbors. The powerful investment fund has already been given and asked to get rid of the promotions and, incidentally, has claimed this week from the Community of Madrid almost 200 million euros for damages. The regional government has resorted, as the last judicial letter, the execution of the sentence, but knows that it is in an imminent matte position.

The tenants of Navalcarnero will return, then, to the rental conditions prior to the purchase for the investment fund.Rachid's neighbors, all with salaries and precarious jobs, when there are, celebrate the news.Although, made to come badly given, they do not trust each other. Those who left their home have remained on the way because they could not deal with the new monthly payments and did not have the courage to refuse to pay and face the pressure and tide of notifications and pressing flyers.Or those who accepted money from Goldman Sachs for leaving the house. Also, those who left without more, because they were not renewed the rental contract. Some simply evict them. The activist for the defense of public housing José Castro, who has been working for years about these families, estimates that between them they reach a thousand. Many of them have been lying down since then.

Last Sunday, like every Sunday, a meeting was held in the underground garage of the Rachid floors block.Several dozen affected who live there and, also, in an exceptional way, Pinto, which lent, with the mask put, in the middle of two cars, to solve the thousand and one doubts of each.

- But, do we have to keep paying Goldman Sachs?

- And if I have not paid everything they asked for, can I am still evicted by the vulture background?

- Who do I claim because my boiler doesn't work?Or for leaks?

Pinto responded as I could ("I only have the case of Rachid, but I advise you to continue paying until the sentence is executed").Each one at that meeting loaded its history.Brahim El Boudakhani, 45, is something different from that of his friend Rachid. He was also uploaded from 40 to 260 euros. And for the same reason: although the investment fund promised not to alter the rates, when it ceased to be tenants of the Community of Madrid, they lost entitled to a reduction in income because they are vulnerable families.Rachid decided not to pay anything and resort to big.Brahim decided to continue paying Goldman Sachs the same as paid to the community, the 45 euros."They said I wasn't going to upload anything.Well, I told those of the bank to transfer the same as before, ”.Now he has a non -payment demand for more than 9.300 euros and several notifications of eviction that, trusts, thanks to Rachid's judgment, never execute. But who knows.A 62 -year -old lady, who prefers not to give her name, house and offices cleaner, paid the Community of Madrid 39 euros for her floor. With the arrival of Goldman Sachs, the rent- to lose the reduction- rose to 200 euros. He paid for a few months. But then he stopped doing it because he was left without work.Ensures that he earned less than 200 euros. The same that wins now.In 2015, according to an investment fund representative, he promised that, if he left the house, they would forgive his debt and also give him some extra money."I did not accept," he says, "because I have nowhere to go".Now, next to Brahim, he does not know what will happen to the debt he accumulates with the investment fund.Maybe they are forgiven.Or not.Who knows.

In 2013, the Community of Madrid Ignacio González, of the Popular Party. The decision to sell the 2.935 public homes, distributed in 32 promotions in locations such as Madrid (Vallecas), Parla, Navalcarnero, Arroyomolinos, Majadahonda or Móstoles, among others, justified with economic reasons: “At this time and real estate context, it is considered strategically necessary, in orderto balance the budget of the Housing Institute (Ivima) to carry out the disposal, ”says the June 2013 Governing Council document for which the sale is agreed. And it continues: "The contest does not affect the rights of the tenants and, of course, it would be carried out with the greatest guarantees".The latter is only true in theory. From the moment the houses cease to be public, the tenants lose the protection of the Community of Madrid, and with it the reduction of the rent that protected them as vulnerable families, one step away from poverty. This was not mentioned anywhere. Those affected were found when they verified that the bite to the bank's account was greater than the usual."Everything started. In that lag.The people who lived those houses were simply helpless. If the Community of Madrid had worried about compensating that rental rise, there might there would be no case. But their hands were washed. Those tenants didn't matter to anyone. It is not true that they have no voice. No one worried about listening to them, ”says the lawyer Pinto.

In the lot of 2.935 homes, occupied by 80%, there were everything.Young couples charged 30.000 euros a year and that had achieved the floor with an option to buy within the public housing access plans for young people. But also cases such as Vanesa Fernández Sáez, 42, without fixed employment, mother of a 15 -year -old teenager and a six -year -old girl.In 2013, he lived in a protected floor in the Vallecas Ensan. He paid 89 euros. But by losing the reduction after the sale of homes to Goldman Sachs the rent rose to 409.In 2015 his little daughter was born.Stop working. He stopped paying.Assures that the new owners offered him 2.000 euros for the move if he left the house.“As the neighborhood community was not paid there was no light or elevator, and I lived on the sixth floor, isolated and depressed. So I took the money and left, ”he says.He lived for a while with his daughter's father, but separated from him after.I only get sporadic work, sometimes as CLAC on television programs, sometimes nothing. Now he lives in a house of a charitable association with his daughter, because he could not continue paying the 500 euros they asked for a small floor in Tetuán, where he lived for a while.Your son is in a boarding school. He has asked for another protected house, but is on a waiting list.

Encasa Cibeles says that since 2013 102 evictions have been executed, none in the last two years, and that they have never affected vulnerable families.Rachida al Jauozi, 50, of Spanish nationality, hearing this, he responds, simply: "That is a lie".And he adds: “Listen to this: my father, Aldelkader, 76 and my mother, Soodia, also 76, lived in a protected house of the Ensanche de Vallecas, in La Gavia. It was one of those who sold to the Buitre fund. They had been 40 years in Spain. They charged retirement pension 300 euros each. They paid 50 euros for rent to the community of Madrid.Encasa Cibeles said the conditions did not change. But in 2017 they told my parents that they had to pay 5.000 euros. Then, another lord, proposed to forgive their debt and give them some money if they were going. They did not accept. My mother liked her home.Had put her to her liking. In 2017 the letters of eviction arrived. They did not go to the first. But to the second, yes. They did not oppose. They were ashamed that the neighbors, many of Morocco, saw them fight with the police, with the furniture in the street. That night the social samur welcomed them. Then they went to a hotel paid by the Community of Madrid, which has then given them a house. But it's old, and cold.My mother asks me if they will return her old floor now that everything will change ".

The central paragraph of the decisive judgment of 2018 that cancels the real estate sale thus says: “Among the justifications of the Community of Madrid to carry out the alienation it is pointed out that the houses are not necessary (…)” adds: “WithoutThis statement is explained or justified with any type of report or analysis ".

Goldman Sachs bought 2.935 homes. But now he just wants to deliver to the Community of Madrid 1.721, since the remaining 1.214 have been sold "in good faith", as clarified in the brief to the judge, the people who had them rented with the option to purchase or third parties. To those who were neither Rachid, Nor Brahim, nor Vanesa Fernández or Rachida's parents. For its part, the Community of Madrid, in its last letter to the judge, sent this week, asks him to clarify what happens to these homes sold before executing the sentence."Those owners are in legal defenselessness.Yes 2.935 houses return in block at the hands of the Community of Madrid, there would be included in theory 1.214 sold. What constitutes a nonsense. To take more steps we need to know what happens to those 1.214 homes. The judge must make it clear, ”says a spokesman for the Community of Madrid.Goldman Sachs, who claims 200 million to the regional government for damages, prefers not to specify how much he has won with the sale of those homes."It is confidential information that concerns only buyers," they claim.

The one who has not won anything except the stipulated official rate is the ex officio lawyer. It doesn't matter: on Sunday, after the garage meeting, when the neighbors left each one for their home, Rachid asked him to wait on the portal.Pinto waited next to the door crystal, adorned with vulture drawings stickers.Rachid went down and, with his smile of Cabazota, gave him a bag with two tuppers full of honey sweets typical of Ramadan.
